Taxation Seminar Due In Lusaka

This pathfinder forum for COMESA DTAs is in line with key areas of regional investment policy as embodied in the COMESA Common Investment Area.


<p style="text-align: justify;">The COMESASecretariat, in collaboration with the ACP-EU Business Climate Facility, will on 7-9 February 2012 host a training seminar on Double Taxation Agreements (DTAs) for COMESA Member States. The seminar, to be held in Lusaka, Zambia is expected to attract 40 delegates from the COMESA region.<br><br>

<p style="text-align: justify;">During the event, participants will share regional and international best practices in DTAs.They will also discuss a COMESA Double Taxation Agreement model, which will guide them in the negotiations among the Member States.<br><br>
Acting Director of Investment Promotion and Private Sector Development at the COMESASecretariat, Mr Thierry Mutombo, told COMESA News that the training is dubbed the pathfinder forum for COMESA DTAs.That is because it will generate a roadmap of how the COMESA DTA model can be developed, adopted and implemented swiftly and efficiently to maximise potential benefit to the Member States.<br><br>

<p style="text-align: justify;">Background<br><br>

A major opinion survey of private sector business views on trade development issues in the COMESA region was commissioned and undertaken by the COMESASecretariat in 2009. It revealed a strong need for the negotiation of Double Taxation Agreements among COMESA Member States – as expressed by the private sector - as an important component in the promotion of cross border investment and trade in the region.<br><br>

<p style="text-align: justify;">This pathfinder forum for COMESA DTAs is in line with key areas of regional investment policy as embodied in the COMESA Common Investment Area (CCIA) to make the COMESA region an attractive destination for Foreign Direct Investment and cross-border investment.<br><br>

<p style="text-align: justify;">Senior officials from revenue authorities in COMESA Member States, Ministries of Finance, and investment promotion agencies will meet for the interactive sensitization and training seminar.<br><br>
